I modified two files for a checkin, and the delta manifest shows more than 20 files (running fossil built for cygwin).

The whole project has hundreds of files, so the delta partly works. But I think the manifest only should include the modified files.

On subsequent checkins, all those 20 files get into the delta manifest. There may be something special in them that makes them get into the delta manifest, but I don't know what.
