When you point the browser to /doc on a fossil web (such as http://127.0.0.1/doc when using the "fossil ui" command) the file index.wiki is rendered but the links in the file point to nonexistent pages. When the (presumably) same file is accessed as /doc/tip/index.wiki it works as expected. This "feature" is quite confusing.
