Building fossil on Windows-XP using the Digital Mars C-compiler does alwas a link, even if there is no changed file. There is a missing dependency in the tcl-generated Makefile.dmc. It works correctly, if the link-file depends on ..\win\Makefile.dmc. I don't, how to change the tcl-script, to add this dependency.
