The command

    fossil set manifest on

creates the manifest and manifest.uuid files, in addition to making sure
they are updated on all future checkouts.

If the "manifest" setting for a server is "on", then all ZIP archives
generated by that server include the "manifest" and "manifest.uuid" files.
