When I updated my copy of the fossil repository I had to run 'fossil pull' twice to get everything. I was updating to [a742cfa29254d810f9119a065e391d4b74fb1b93] I recovered my previous repository from backup, and did a new checkout (fossil open) before running 'pull' again. This time it worked.
