But unless you have access to the server (ssh or ftp or something), you cannot get a repository on it to begin with. If you can put a repo on the server, you must necessarily have enough access to already tell it what URL to sync to. It seems to me that allowing web access to change the URL is asking for trouble, though others will disagree. I don't understand the HOMEPATH issue. Why would we have to change the PATH? That sounds like a server-side misconfiguration.
