The source documentation states, that /debug_tktview doesn't create new tickets.

Tests with my branched version [ffbfb4d57c] (based on [89d4d0b85b] and not changed concerning tickets) show, that this page creates new tickets.

I couldn't find corresponding debug code in the sources and there are no references to debug_tktedit/debug_tktnew in the source tree. It looks like old, forgotten references in the header comment. If so, the additional page references and comments should be removed.
