This appears while trying to import a cvs repository into fossil. The avendor branches, created on importing sources are generated with the same time, as the main version:

1.1 initial revision with time a
|
+- 1.1.1 branch "avendor"
    |
    +- 1.1.1.1 same file as 1.1 with time a like 1.1
       |
       +- tag "arelease"
